Project QualiTour -“Quality management approach for sustainable tourism”


QualiTour is a two-year project starting from 01.10.2013 and ending on 30.09.2015 dedicated to improving the qualification of the people employed in the tourism industry. The project will transfer, adapt and innovate the products developed by NATUR project, initially developed by AidLearn ( The transfer addresses not only the adaptation of the previous products but also their further development in all partner countries. The QualiTour project aims to elaborate specialized Blended-Learning Tool for education and training in the area of sustainable tourism in accordance with the principles of lifelong learning. The tool will develop and improve the skills and competences of participants related to tourism, in this way promoting the development of sustainable, responsible and high quality tourism.

The level of qualifications of service providers in tourism organisations is constantly challenged by the increasing demand for high quality of services. Tourism is particularly important when it comes to offering job opportunities to young people, who represent twice as much of the labour force in tourism as in the rest of the economy.

The following groups are considered direct beneficiaries from the QualiTour project activities: (1) entrepreneurs or future entrepreneurs who want to develop business in tourism; (2) local development promoters/agents, municipality technicians and stakeholders who, by the nature of their professionals activities, have to define policies and strategies connected to tourism sector; and (3) technicians and professionals of tourism sector who want to develop or increase their know-how and skills in this field.

The EU tourism industry generates more than 5% of the EU GDP, with about 1,8 million enterprises employing around 5,2% of the total labour force (approximately 9,7 mln jobs). When related sectors are taken into account the estimated contribution of tourism to GDP is much higher: tourism indirectly generates more than 10% of the EU GDP and provides about 12% of the labour force.

In response to the competition from emerging market destinations, EU Member States must join forces and step up their promotional efforts at macro-regional and transnational level in order to foster the image of Europe as a set of diverse sustainable and quality destinations. In response to all of the above stated needs and  challenges the QualiTour envisages the development of a learning package that will increase the knowledge of the people employed in the tourism sector as regards quality management and equip them with specific knowledge, skills and competencies required to contribute to the quality of the service.

The consortium that will carry out the QualiTour project consists of 7 partners from 5 countries. In the project will be involved 2 private companies – European Center for Quality Ltd., Bulgaria as coordinator and core partners Aidlearn, Consultoria em Recursos Humanos, Lda (Portugal), 2 universities - Spoleczna Akademia Nauk (Poland) and FH JOANNEUM Ges.mbH (Austria), 1 foundation - Fondazione Fenice Onlus (Italy), 1 regional authority - Molise Region (Italy) and 1 chamber of commerce - Chamber of Commerce and Industry Vratsa (Bulgaria).

The main results, specialized Blended-Learning Tool, QualiTour Compendium, project website and other marketing products will be available in 6 different languages: Bulgarian, German, Italian, Polish and Portuguese and also English.

The sustainability principles of resource efficiency (reducing the use of non-renewable natural resources used in tourism superstructure) and keeping the environment clean (reducing air pollution, water and soil and waste by tourism enterprises and visitors) will be observed. The training modules will provide tools and methodologies for implementing effective innovation systems for energy economy, renewable energy sources.

QualiTour project new products will have wider impact and key role for the economy. The new products will also be implemented in VET systems in all countries which will have a quite positive effect. The project will function as a local developer tool to deprived regions, it will stimulate high quality tourism in respect with environment, historical and cultural surroundings. Increasing the opportunities to partners’ countries the project will allow some regions to be awards recognized.
